VINs get assigned before the Jeep is staged and built, and there a number of factors that could influence a vehicle's build timing and built order. Jeeps get shuffled to maximize production line efficiency and "just in time" parts availability. You can be confident, however, that a vehicle with a SN ~10,000 more than another came off the production line later than the other. There is no guaranty however.
VONs are an independent order tracking number used before SN are assigned that beats to its own drummer. Eventually, in some order, a SN gets assigned to a VON and the SN gets assigned to a vehicle and then scheduled to be built, often several weeks later.
