VIN's are assigned once a vehicle has been "scheduled". This can happen from several days of the order being placed up to several months after it is placed. The average time frame here in North America is 3 weeks, not sure what it is for Europe. If your dealer placed your order in mid-December then a VIN should probably be assigned before too much longer.
Your dealer should be able to tell you the status of the vehicle even if a VIN has not been assigned - he has this information. If the VIN has not yet been assigned, then the status should show as "B_" or "C" as shown below:
BA - BA new order that hasn't been checked/approved BB – fleet order only – review by Bid Department
BD – special equipment processing
BE – edit error – coding error which must be corrected before the order can be considered for scheduling
BG – order has passed edit but cannot be considered for scheduling
BG F – finance hold – automatic cancellation after 15 days
BG B – model or option hold / build out hold
BG L – material restriction hold
BG M – material hold (fleet)
BX – good order, available for scheduling
C – tentative schedule
D – firm schedule: serial number is assigned.
D1 – gateline: plant has sequenced the unit for production, estimated ship date assigned
A VIN is assigned when vehicle goes to "D" status.
Euro production did indeed start back on 9/20.
