Objectively, it is what, about $100 bucks for the dealer to fill the tank, presuming they don't have a deal with any local gas stations.
And, since dealers that are non-profit organizations tend not to be there when you need repairs, they aren't really paying that $100 bucks... you are sooner or later.
But, objectiveness aside, it is simply good customer relations to provide a new vehicle with a full tank or a gas card. Not doing so can make you wonder what other corners they might cut.
Mine came with about half a tank because they had to drive about 150 miles round trip to pick up from another dealer's stock. Salesman offered a full tank, we settled for a gas card and a couple cans of the cleaner their prep guys use, a can of mopar lithium spray, and later a discount on mud flap install.
All just good customer relations. Some dealers get the concept...
