HID flashing +

So my pass side headlight flashed a couple times. I had the dealer look at it and they said it was the ballast failing. Since the ballast is attached to the light it meant replacing the bulb assembly and when you do that with HIDs you should do both.
Dealer quote for one light was over $300. HA!
I found a good price for replacements at Powerbulbs.com (as well as some good info, reviews, etc...). Anyway...

I swap the bulbs today but I find something odd.
Driver side was an Osram 66144
Pass side was an Osram 66146

Both have markings to identify them as OEM installed/dealer serviced.

So... any opinions? Think it was factory like this or one has been replaced before?
If its the latter thats a concern as these are not cheap and the Jeep is a 2011. Two bulbs in 3 years is a bit extreme.
