How to pick wheel spacers?

Is it best to wait to have new tires put on before ordering spacers ?
I wanted to order everything at once; lift, spacers, etc..
I am going up from 265 to 275 which is pretty much a universal width change of about 3/10 " .
The weird thing is as I look at my stock 265/60's and stock 18" wheel's (from the top of the fender straight down) and put a ruler to the widest part of the tire even a 1" spacer would bring it out a 1/2 " from the fender lip as it looks like the stockers are about a 1/2" in.
I want the wider stance but am unsure if I want the entire wheel sticking out for paint chipping ( tar baby wk2 :laugh
Does this sound right ?
When reading the threads here people seem to be getting the new tires flush or even inside the fender with 1.25" spacers .. Am I doing something wrong here ?
