The way the cowl gasketing is made... yes, it can channel water into the enclosed area where the booster is. If you look at the bottom of that enclosed area there's a rubber plug located under the booster. You'll probably need a flashlight to see it.
However, water should drain out of the area by itself, it's not sealed that I can see. So nothing should get trapped there.
