Was it excessive wind or did someone miscalculate the load causing it to tip?

They did say there was a large 38mph gust in the area around that time, but that shouldn't have brought down a crane. I am assuming it was a bunch of factors combining for one awful event, but wth do I know.

Looks like wasn't counterweighted well enough. The boom didn't collapse, the crane tipped over from what it looks like in the video.
