Can the power liftgate be opened manually from the outside if the vehicle has no power, as in a dead battery? I could pull a cable to find out, but if someone knows it'd save some trouble and maybe some lost settings. It's a '14 GC SRT.

For what it's worth, there's a dead battery and there's a dead battery. Even a battery too low to start the vehicle may still allow you to raise the back gate or at least pop the latch so you can raise it manually.
Having said that, that's why I keep my jumper cables in the excess space next to the battery under the seat. There's just enough room to slip them in and out without moving the seat.
"In the event of a power malfunction to the liftgate, an
emergency liftgate latch release can be used to open
the liftgate. The emergency liftgate latch release can be
accessed through a snap-in cover located on the liftgate
trim panel."
So, the liftgate and be opened without power, but only from the inside. No manual access from the outside.
