I would take this guy to small claims court. Usually anything under 10k and they dont allow attorneys. You can get him for the deductible, insurance premiums, and any lost wages from having to missing work since your vehicle is in the shop.
Of course he shouldn't have to pay, but he can pay it now and get the Jeep fixed. Then he and the insurance can go after the guy. Or, he can wait for it to go through the system and who knows how long that'll take.

In the end it - hopefully - shouldn't cost him any $$. As much as it sucks, this is what insurance is for.

Wow, just wow....what a freaking cowardly piece so sh*t!! So awesome you caught him on cam, and got him kicked out of gym.. I always try to keep an eye on my jeep when I am at the gym. I seriously don't know what I would do if I caught someone keying my jeep like that.
Sorry for the damage on yours, but congrats on catching him- yay justice !

I would go with shop B, in that you have had them do work for you in the past, and shop A being so low seems kinda suspicious on the workmanship, they may be cutting corners to save money. Always go with the gut instinct. It's usually right.

Whichever one you go with, just make sure you look at it in the sunlight. The final buffing should be done with a new pad so there is no contaminates to leave swirl marks. I had a heck of a time getting a shop to do it right on the wife's car.

Shop A is so low that it makes me think they won't do the job right.

Can you tell us how each shop explained their paint process to you? Are the entire doors being sprayed or just blended from top to bottom? Did they mention draping (covering) the entire Jeep while in the shop? How long will they warranty their work?

Another thing you may want to consider while in for the re-spray is having the roof rails painted to match.

what city is that?

I have friends in SF that have had their back windows broken because the shade was drawn with nothing underneath

I'd share the quotes respectively, allow them to re-bid and drill down on the discrepancies. may help each shop quote more meaningful numbers. everyday I had to live with scratches I'd be more irate. Decide on the body shop, forward the quote on and have him cut you a check before you get anything done.
