It's a styling exercise. I can't remember when it first started, nor by whom, but there are stylists that just do underhood work now. The SRT8s don't have covers, so feel free to remove it.
I think the german manufacturers started this in the mid 90s. Looked more high tech to see this solid lump sitting there than all the greasy bits. Doesn't really bother me as there are tons of other items in cars these days that serve a limited purpose at best.
