The tow hooks are just bolted on so if they don't meet AU safety specifications, I would suspect that they would not be included. Car manufacturers do make regional variations to accomodate jurisdictional rules; including some things that might be optional in other areas, substituting things where there is a requirement to do so and, of course, eliminating some things that don't pass muster with the regulations in force.
And for the record, I'm a "Summit kinda guy", so if I were buying a MY14, I'd have to seriously consider the Overland just because I prefer lighter colored interiors. I'd be weighing that versus the extra features that make a Summit a Summit.
