81 Scrambler Fuel pressure

Tank has been boiled and cleaned. New engine, 2.5, Iron Duke. Everything hooked up, new mechanical fuel pump, 5 gallons of fresh fuel. Filter bowl will only fill half way and no fuel makes it to the carb. No obvious fuel leak. Any ideas on where to look next?
