How to: Replace door lock actuator

The front passenger door lock stopped working on my 2011 GC. I removed the interior panel,but could not disconnect all rods from actuator(not enough room from small circular inspection panel to complete removal.)
Do I have to completely remove secondary panel ? (This will involve grinding rivets holding window tracks plus window motor.)
If anyone has 1st hand knowledge or experience and willing to share it would be greatly appreciated.

I looked at my 08 Service you can disconnect actuator rods with window up. Also seems to show the latch bolts removed so the actuator latch assembly has some play. Tried to copy but can't attach here...
