Side steps installation

Ordered my molar sidesteps for my Jeep GC Overland. I was looking underneath to do some recon before they arrive. Mine is a 2014 and I saw rubber plugs running along the sill. When you pull plug out it is just empty space. I was wondering if that is where the brackets attach? Don't have the directions yet and trying to get an idea. One guy in another forum recommended not taking the sill off first. Said you can work around it. Any help would be great

I installed a set of running boards to my JGC, and yes, they fitted to those oval shaped holes with the rubber plugs.
Mine came with bolts with "T" shaped heads that go in and turn.
There were a couple of other brackets that ran to other existing holes and were anchored in the same way.
