06 tj 4.0 idel problem

So my TJ idel stays steady when I left off the gas for a few seconds like 5 then drops only when heat or ac is on. I've cleaned the TPS iac and my throttle body.

If heat or ac is off I have no issues runs great

Welcome to the garage.
Does the rpm drop a lot and does it stall?
With AC on, there will be more drag on the engine and the PCM should compensate for that with a bit more fuel. Maybe that the PCM doesn´t receive the AC on signal (not sure how this is arranged on the TJ, but would expect a hardwire signal from the AC panel)
What heat has to do with it i can´t explain. That shouldn´t influence the rpm at all.
