??? When you put the ignition switch in run but doesn´t start the engine, the fuel pump should run for 3 seconds and shut off, its not suppost to keep running or run again after some time when the engine is still off. if this happens, i would say that the PCM is faulty.

And with the engine on it runs 3 secs and stops for 15 secs and the engine doesn't shut down?

My suspect is still the PCM, thats the one who makes the ground for the fuel pump relay.

Changed the PCM still doing the same thing. Do you happen to know what the best fuel pump is to put in it

Before changing any other parts, did you feel on the fuel pump relay if it pulses at the same frequency as the pump is doing? If yes, something is giving the PCM a signal to do so.
If no, then it means that the PCM is switching the ground for the fuel pump relay, but something in between the fuel pump relay and the pump is not right.
You did change the fuel pump before, that was for the same reason, isn't it?

Yes I changed the fuel pump it seemed to fix for about 2 weeks then it went right back to doin it

So did you feel the fuel pump relay to be sure that it is not causing the pump to go on/off?
Did you install a new fuel pump assy or only the cartridge?
