99 wrangler won't turn over

For some reason my 99 wrangler 4.0 won't start, or even turn over. No dash lights.
Ignition switch (plug in electrical component ) has been replaced. New battery. Alternator charging correctly, starter bench tested.
A shade tree mechanic came by and insisted it was the ignition switch plug in component. Installed a new one. Then he said it was the starter. Not the problem.
I said maybe the neutral safety switch but that too is new.
Now he says there is not enough current coming from the ignition to the starter...sounds like he's grasping and just throwing parts at it.
Again, this issue would arise at times while other times it worked fine.
I did notice the dash voltage gauge needle peg at 19 volts one day and then the no start issue was in play soon there after.
Couple of hours later, I had no issue. Moments later it wouldn't start.
All cables cleaned including all grounds.
Starter relay has not been replaced but, I doubt it would have issues at times and be fine at times.

Is this a common issue with these TJ Wrangler Sport 4.0 models?

Welcome to the garage.
Not familiar with the wrangler, but if there are no dash lights when switching ignition to run, then there must be something wrong with the power supply from the battery to the ignition switch or from the ignition switch towards the systems. Did you check the battery cables at the terminals? They can start corroding inside the insulation and cause bad contact.
However, 19V indicating on the voltmeter is very strange. This was with the engine running or not?

The mechanic said he checked all if the ables and they were fine. He leaned the terminals (positive and all grounds) I assume.
The 19v pegged reading was while it had been running for about an hour.
At first I thought of a ground problem causing the pegged needle but none of the other gauges did this.
Then I figured the alternator was over charging at that moment...but, I've never heard of this happening before and the gauge hasn't done it since but, of course the engine didn't stay running long.
Weird I know...hence the reason I'm here asking you gurus.

Normally with an over charging alternator it will reach about 16V, 19V seems to be very high.
But did i undertood well that you dont have any power to the instrument panel when ignition is switched on?

So the problem is not the starting system, it is a power supply. Try to wiggle the leads at the battery and see if power returns. On the WJ we see it sometimes that an externally good looking power lead from the battery is internally corroded, causing a high resistance and preventing any current to pass. The problem is normally close to the battery terminal. If that seems to be ok, you will need a volt meter and a wiring schematic to see until where power is available.

Finally we think we have it fixed. Time will tell.
As mentioned before we replaced the ignition switch after an electronic diagnosis. Once that was replaced we still couldn't get it to turn over. A friend said, when you replace the electrical switch you should alway replace the actuator pin assy. So another $40 later and a new actuator, he started right up.
Hopefully I'm done with this issue.
Still doesn't explain the volt gauge pegging at 19volts...unless there always a ground problem we fix during the diagnosis. Again time will tell.
Turns out the slot inside the switch was no longer square so the actuator couldn't turn the switch everytime. I couldn't see anything wrong with the poc metal actuator drive but it must have been round as well and would not snugly fit in the switch.
Anywho it's fixed.
