HID head lights on WJ

Can't get my low beams on my 01 WJ to turn off. They are after market HID. They were installed before I bought the jeep. It just recently started. Usually I turn the switch to off when getting out of the vehicle. Now they won't turn off at all. High beams will though. Sometimes randomly the lows do shut off but the jeep has to be running and me shut them off first then turn the jeep off. But most of the times I try and turn them off and they just stay on. I have to unhook the battery for them to shut off.

There is a low beam relay on the junction block for the low beams, the ground for this relay is controlled by the BCM. Maybe the relay stays sticking, or the BCM is frozen. No problems with the power windows?

What exactly is the the junction block? There's no problems with the windows

The junction block is the fuse and relay block under the dash at the drivers side.
