I would expect the driver circuit for the respective cylinders to be bad internally of the PCM.
He didnīt find the negative wire from the coil to the PCM? Each coil has two wires, so it should not be difficult to find the negative wire. He measured the 12V on the coil connector i presume, so the other contact pin is the negative. I donīt have a wire schematic for your jeep, but get one and check to which PCM connector pin the respective coil wire goes.
I donīt have any scanner to recommend. A scanner which can program the PCM will be expensive, so its better to look for a local shop who can do this for you or eventually the stealer. As mentioned before, you can buy a PCM online from several suppliers and they will program it for you. I would ask around on those sites and see if they can program the SKIM code as well.

Hey guys! Good news!! Thanks to God and you guys we solve the problem!! It drop other roker but we take out all and Replace all the lifters (lash adjustments) and put it back the rockers and everything and get fix!!!!! Woohoo!!! The noise, the knock ,the misfire all go away!!! Problem solved!! Thank you guys!!! We need to check others things, but this one is done!!!🤗🤗🤗<br />
