I'm don't know if the system is still the same as with the WJ, because the WJ has a speed controller mounted on the HVAC. (for WJ models with the automatic zone control) For the manual control models there is a resistor for the fan.

Re: my a/c heater only work on high...

The fan resistor is what gives your blower motor/fan adjustable speeds. Each time you turn the a/c up or down that resistor tells the blower motor how fast or slow to turn. The resistor is most likely what has gone bad. When they fail you loose multipe speeds because voltage is no longer getting to the blower motor properly. Not sure how to replace, as I haven't had mine go bad yet.

Yep, the resistor pack is probably bad. I had to replace mine in a 2005 4.7l WK. It's easy to do.

The pack is most easily accessed through the glove box. The hinged portion of the glove box is held in by a plastic strap on one side and two slotted hinges on the bottom. All of that can come out without any tools.

The blower motor and the resistor pack are right behind it. Looks like this http://www.justforjeeps.com/blmore.html There are two screws holding it in.

Be sure to look at the connector too. Mine had some heat discoloration and I'll probably need to replace it before too long.
