Steering problem!!!

I have a 99 jgc 4.0 4x4 I put bigger tires on it with stock suspension and I made sure there wasn't rubbing or touching but I couldnt turn the wheel unless I was hitting the gas or just rolling if I was at a stop I couldn't turn it was hard to what could be the problem tires just too big for stock, bad steering pump?

How big are your tires? About the largest one can do on a stock is 31x9.5, and even that rubs a bit.
The larger the tires, the harder they'll be to steer, even if they don't rub.
If your tires are absurdly enormous, I wouldn't rule out your steering pump not being able to cope.
Or as you said, it's entirely possible that your pump is just done.

When I would turn at a stop it was jerking the wheel back

That tire size is not that big, the steering pump should be able to cope with them. I would say that the steering pump is bad or a problem at the steering gearbox. Does the pump make any abnormal noise?

Not really but if I cut everything off in the jeep and driving down the road if I turn the wheel I can hear a whining noise

Alright thanks just wanted to get an opinion before I do anything major to it, because the tires I have on it now are 245/70/16 and it doesn't have a problem it's only done it a handful of times with that size and I just tap on the gas and turns with ease
