Turns over thendies, gauges go crazy

Recently when I try to start my Jeep it turns over but won't start and the gauges go crazy. When the key is out of the ignition you can here a clicking noise around the steering wheel that goes on until the battery is drained. Also door locks and windows won't work. We have replaced the battery, alternator, and ignition switch but still having the same problem. Problem seemed to start when I had the evaporator unit and heater coil replaced. Any suggestions as to what this might be? This is getting very frustrating. Jeep is a 1999 Grand Cherokee Loredo.

You have a Ground Issue some where. WJ's are known for that flipping gauges backwards etc with bad grounds.

make sure the Battery terminals are Completely tight and not corroded.

is this a 4.0L i6 or a 4.7

Welcome to the garage.
Your PCI data bus is dead due to a shorted component. This can be fun to solve, but many times the problem is the crank position sensor which is shorted. Just disconnect the connector from the CPS and see if all other indications/power locks/power windows return to normal. It will still not start, but would be an indication that the CPS is the problem and must be replaced.
Just reading again your post, it can be that a wire is shorted to ground behind the dash, after the replacement of the heater core. maybe a wire got pinched between two metal parts or a screw wnet through the wire isolation.
