Weird substance in engine bay

In the attached picture you'll see this brown dried up substance that is all over my engine bay. NO CLUE what it is. Its definitely not the typical dirt/crap that accumulates under the hood.

Jeep seems to be running fine. I don't think this stuff has any odor to it. It won't wipe off, it will only come off if scrubbed. WTF? Not sure if something mechanical is malfunctioning or if someone in front of me on the road puked violently out their window and i never noticed (99% kidding on that).

Any ideas?

looks to be slinging off your fanbelts, oops maybe not just noticed it ontop of the intake tube

Im beginning to think it may be coolant. My coolant level is a little low (not quite to the point where I need to add). I can't find anywhere that it may be leaking…..also, theres a rattling noise coming from engine bay when idling.

Nicjak I think you're right. I mean its all over the engine bay, including onto of the plastic hemi engine cover. but its most highly concentrated adjacent to the fan. I think it may have just ricocheted everywhere else…...
