I ment it waste more gas on street vs highway, it's a 2000 Laredo v8

because that's normal. highway doesn't have the stop and go that you keep doing while driving around town, stop signs, red lights, cars in front of you, the car doesn't have much chance to keep a regular speed under a low rpm...

on the other hand highway is pretty much a non stop drive on a well set speed running a low rpm most of the time, so you have better mpg

No I wrote it wrong I get better miles on the street instead of highway ,when I'm on highway it Burns up.way more gas vs being on streets

I see... so this could be happening depending on the speed you are driving in the highway, I used to have better mpg driving my kia sportage around town than highway because driving at 75 mph on a 2.4 would get me on high rpm and would keep the mpg way down... how fast are you driving? any uphill highway traffic? take a look at your rpm...

I stay under 70 no higher but maybe 2 to 3 miles uphill

So what is your mpg in town and on the highway? Did you calculate it yourself, or did you use the EVIC only?

I can fill up gas tank drive 40 min on highway to and another 40 back home and it will eat up half a tank is that normal

Lets say that you drive 70 mph, so in 80 minutes you will have travelled 93 miles. A full tank is more or less 20 Gallon (when i calculate back from liters), so 10 Gallon used, the mpg = 9.3 . It should be double of that.
Did you check if the tank is really half full (or maybe half empty), because the level indicator can be indicating wrong as well.
If the mpg is right, then there is something wrong with the jeep.

In your opinion do you think a new set of spark plugs and tune up,will fix this problem? It hasn't had a tune up in a while from my understanding.

For sure worn plugs (with a too big gap) and a dirty air filter will bring your mpg down . Would be a good start at least to do a full tune-up and check again.
