Weird Starting/Stalling Problem?

Hi, I have a 97 Laredo 2wd that has a weird problem with starting funny and stalling. When I start the jeep, the rpms stay around the first line (don't know if that would be 1-2-300 rpm) for a bit then jumps back up to normal rpms on a cold start. Sometimes while im driving and take my foot off the gas, the rpms will dip down under 900(?) rpms and then jump back up. Sometimes it will stall completely. Is this the sign of a bad fuel pump/assembly? Or possibly just a bad fuel filter? I know either way im going to have to drop the tank...

I would start checking the idle air control stepper motor plunjer and air canal on the throttle body for being dirty.
Check the fuel pressure at the fuel rail before attempting to lower the tank.

I'm pretty sure it's the fuel pump now. After driving, I can hear something in the tank sloshing and hear something moving. But I'll check that too.
