Yes, you have to order the painted hard-top and then you have the option of adding the painted fenders. You can't just get the painted fenders...

It is odd, but that's the way it is.

I would just order with the tow package on a hard rock if it was me. Depending on how mechanically inclined you are that is. With the different rear bumper on the hard rock the hitch isn't just a slap on as usual. It takes work, time, and I believe a little modification. Just a heads up so you'd know it's not just an easy little add on so you could see if just having the factory do it might be a better option.
