Mid-2015MY they started putting these between the body and hinge to try and eliminate the galvanic corrosion issue (though I'd replace your factory steel hinge bushings with Delrin liners

As to the manual transmission fill level, I suspect they're pre-filled by the trans manufacturer in Germany, in which case it's out of Jeep's hands. I could be wrong, though; they might be robot-filled before or during assembly, or done "by hand" by a line worker?
2016 Owner's Manual says:
Fluid Level Check
Check the fluid level by removing the fill plug. The fluid
level should be between the bottom of the fill hole and a
point not more than 3/16 in (4.76 mm) below the bottom
of the hole.
The dealer should
check all fluid levels during the Pre-Delivery Inspection, but I suspect many don't.
I think it's safe to say the NSG370 performs better when completely filled (some people even jack up the fill-hole side of the Jeep to get an extra few ounces in there).
If you're concerned about it, I'd mention it specifically to the dealer to have the trans fluid level completely full before taking delivery. Or, drive it for a few hundred (or thousand) miles, then drain and fill it yourself; and I'd recommend putting some synthetic in there, especially if you live somewhere cold.
