Government regulations allow any vehicle produced after January 1 to be labeled as the next model year. So if it slips to January of 2018 it can be called a 2019.

Could be yes, but unlikely. Plans would have to be altered quite a bit, as they would have to either come out with a 2018 JK model, or drop the 2018 model year, the latter of which very rarely happens. And it wouldn't be a last-minute decision, as ~6-12 months from launch they have to build and have vehicles certified/crash tested etc. for each specific model year.

Well Toyota did it back in 1986.

Starting in mid-1986, the A70 Supra became a separate model from the Celica and it was officially designated a 1986.5 Toyota Supra.

Does anyone know what may have changed on the design of the Hard Rock bumper in June 2015? The Mopar winch plate appears to now allow center mount winches for post June 2015 bumpers. I had read many used the Maximus winch plate for center winches such as the Zeon but wonder if the Mopar plate now works for this mount for post June bumpers.

Huge thread at WF discusses this, but short answer - yes bumper different. The new Mopar mount now very good option. In some opinions much stronger. I was planning on the M3 mount but changed mind and got the Mopar one.
