Like I previously said 10% is possible but you will have to keep contacting dealerships until you find one that will do it. You may need to haggle with 20 dealerships. It is time consuming. Is a few hundred worth all the added time? If so, go for it.
Koons is 5% to 7% off invoice with no hassle which is well known plus a $599 doc fee which most dealers charge you something similar anyway as well. For some models like the Hard Rock the discount is only 5% but keep in mind depending on where you live you might have to travel to get your Wrangler which adds cost. I went to my local dealer to order the 2017 just to cut the hassle of registration, service (2 free oil changes) and took the 1% off deal (Affiliate Pricing or tread lightly). I didn't ask for a portion of the dealer hold back as my time is more valuable then going to 10 dealerships looking for 3% to 4% difference as there is nothing local in my area that will sell you a Jeep Wrangler for +2% off invoice unless they need to get rid of last years Jeeps which I was not looking for and my area has no issues selling Jeeps off the lot.
EP pricing is the rock bottom I think you can find locally and the holdback most dealerships will not let you take away from them. Now there are dealers who need to make the sales numbers for extra incentives from FCA so that is where some get lucky and get those 10% discounts. As said here prior it's far and few and you are going to be looking at a dealer who is hungry for the sale. Locally that does not happen often and our local dealers are large and packed with paying customers above invoice so they don't need my sale etc.
Also keep in mind one wants to be known as a good customer not the one who they sold a car to below actual cost. In the long run they might be less than helpful if any delivery issues arise or problems.
