In the rules that Pat attached in Post #1, it says:
Documentation fees are allowable under the respective governing State in which the vehicle is titled. Documentation fees may not exceed those normally charged on any other sales transaction.
There are a bunch of other rules and stipulations in there, too...can get complicated because dealers get creative with which terms they use to describe fees.
The way the rules are written, it looks like the most they can actually charge you for the vehicle is 1% below Factory Invoice + $75 Administration fee, but then it's less defined when it comes to dealer options and fees, and can vary by location.
Your best bet would be to call FCA Affiliates directly, tell them where you are purchasing from, give them a breakdown of all the fees listed on your POC or Bill of Sale (the dealer must provide you with a detailed breakdown), and ask them if your deal is in compliance.

One thing to keep in mind is the dealer doesn't get reimbursed by FCA if they don't structure your deal properly, so unless that $490 is more than the 1% they'd get back from FCA, it wouldn't really make sense for them to try and "trick" you.
