I work Finance at the Nissan Manufacturing plant, and I can tell you public tours happen just about every day. You basically come in as a group (schedule ahead of course), and they take you through the stamping and body plant, skip the paint plant because everything is too controlled there, through Trim & Chassis, and finally quality inspection. I did the tour when I first started. I don't know Jeep, but I know of a Ford plant that does the same. I'd be shocked if Jeep does not allow tours.
As far as picking up the Jeep from the plant, absolutely impossible. It just doesn't work that way. Every vehicle made is pre-sold to a dealership (their "wholesale") and then is sold to customers. There is actually another step to make it more complicated (sold to the transportation company first who ships the vehicle), but the point is no. Tours, most likely yes.
Fun fact, never listen to the dealership when they tell you it takes 6 or so weeks to build the vehicle. At worst, it takes around 9 hours. Doesn't matter trim level or anything. That is an industry wide standard. And I'm talking about going from a sheet of metal to finished product.
