Proper build

I just got a 2013 wrangler sport unlimited, it has 35" tires 3" lift 40 Dana w/410 gears, so where I am getting stuck is that I would like to build proper. I'm in costal ga so it's mainly sand and swamps and creek beds. I want to build to where I can ford and still be able to play in the mountains when I go up to pa. I know everyone who builds goes about it their own way, but is there one way that's better than another. what's the best way to start

1. Roof down?
2. engine/suspension?
3. Electrical?
4. Rotors/brakes?

Any suggestion would be welcome and the build will have to be done in phases.
