I'd go with powder coat over paint, I went with powder coating mine and loved it and its much more durable from what I've read from other members. It also depends on where you are located. Get ahold of a powder coating shop near you (go to a few different reputable ones) and they will tell you exactly what it will cost. You will have to get your tires unmounted from the rims and the shop will have to sand blast them to remove all the finish and have a nice surface to start with then powder coat them and most likely clear them depending on how much gloss you want. Then you will have to get the rims and tires remounted.
powder coat them. you can choose anything from full matte to full gloss and anything in between. cost should be anywhere from 400-800 depending on who you use and what area you live in. i paid 700 for it which includes dismount, mount, and balance. probably could have found a little cheaper, but i didn't feel like spending time bargain hunting.
