Having the frame cover those stickers will get you stopped in Ohio by an officer who is looking for a reason to stop someone or an officer who is anal retentive.

You can Dremel the area where the sticker and month tag go...

Amazon has several Jeep licensed frames that are cut down in the sticker area.

They have models with little caps that fit over the hold down screws as well, others with separate caps.

I used different bolts for the bottom, so the license plate is securely bolted to the metal frame, but on the back of the bolt, added a pair of those little rubber thingies like are on door stops, so it doesn't rattle against the body, then put two small half inch clear plastic glued sheets on the body itself. After just over a year and 18K miles, don't see any marks on the paint at all.

Put a couple of nylon license plate bolts through the holes.
