Same question here. I have an appointment to have xpel installed and the fronts tinted and I'm back and forth between legal and 20.

Truthfully, I had a shop do all my work for me; however, these are the steps they used:
Epoxy 3 magnets across top and 3 across bottom of oem license plate bracket; remove front bumper from the vehicle; peal back the junk that is behind the bumper; hold front plate bracket in position while connecting the other six magnets from the inside; mark position of interior magnets on inside of bumper and put an "x" on the out-facing part of magnets; epoxy magnets into position with x's facing out; let dry; reassemble bumper.

Hope that's helpful. Had I done it myself, I would have pics of the entire process =/

Just put on today and it's dark and gloomy here in DTW. But from looking at it in my shop from the rear 20% to the front 35% there is a difference. The installer said as far as legal, it depends on the cop and what side of the bed he got out of.

Cops don't mess with us here in NC. It is getting your inspection (which is tied to registration) that is difficult. That's the headache I'm trying to avoid...

I did 20% on the driver and passenger windows and 70% on the windshield with a 5% sun strip. F-it go dark it looks better.

I really want to tint the windshield but my wife is concerned we will get into to much trouble with the guards at our gate. We live on a military base.. I say screw it, but my wife drives it a lot when I'm away from home so she is nervous.

Had the same issue with mine... ended up letting the dealer change the filter for me the first time since I couldn't get it off and didn't feel like punching a screwdriver through it.
