Weak Power Steering
 
I started typing a whole load of crap, but the story is unimportant.

My power steering will not work unless the revs are about 1200 RPM or higher. Lower than that the pump makes loud dying noises and does nothing. Also, my steering gear is leaking profusely out of the bottom. What. The. Hell.

Any ideas how this could have happened??? My power steering fluid is only a bit low, but I don't think it's run down too far as to lose lubrication.

A leak probably lead to running the pump dry, if your level gets low it can airate the fluid. Replace the gear for the leak and replace the pump the noise and likely lack of assist. pump noise is an indication of a pump not getting adaquate lubrication and or pump failure.
