E-brake

Did anybody ever experienced e-brake problem ?

I just replaced my rear rotors and pads on the jeep. E-brake lining were still good. I've had everything adjust so that the e-brake would be tight. But when I pull the e-brake handle, the rear right wheel can still be spinned. The rear left wheel is pretty tight though. I might be ordering both rear cable tomorrow but I wanted to know if any of you guys had any experience on that. And if you would recommend me anything about it.

Thanks by the way !!

The rear brake cable hocks onto a lever in the backing plates on each side. It may be that one of these connections came apart on the wheel that spins. You can check this by pulling the cable away from the backing plates. If it comes out then in wasn't connected and will have to be. This is all that I can think of.
