What is the clip inside the rear seat armrest area?

In the back seat of the WK2 when you put the center armrest down, there is an elastic strap with some sort of a clip on it. Does anyone know what it's for (see attached photo)?

I hope not. It certainly doesn't seem like it would be strong enough to hold an infant's car seat down. :)

You hook that to the arm rest to keep it in the upright position when you install a child seat. There are photos on pages 89 and 90 of the owner's manual.
