Help with identifying bolt name and torque specs

Hi Everyone, I have looked high and low and can't find the name to this bolt (which prevents me from finding the torque settings) I thank 06HemiLtd for his post, but either I am identifying my parts wrong underneath, or this mystery torque spec is not to be found. Please help((its the one with the drill/air wrench on it in picture with white looking socket)
