Problems with low beam hids

I purchased 2 sets of HID kits from V-LEDs.com . 6000k Low Beam and 6000k Fog Lights. I decided to install the HIDs today and ran into a problem. When i connected the ballasts (low beam) the ballast and the red wire started making a buzzing sound (the lights were in the OFF position) I connected the bulbs and they started flickering like a strobe light with the lights being off, I turned on the low beams and it seemed to work fine, as soon as i turned them off, they started flickering again for about 30 seconds and then turn off. I thought its the ballast, but I tried 4 ballast, but i had the same problem with BOTH Low Beams. Fog Lights seemed to work just fine. I am trying to figure out what the problem could be. Anyone experienced this before and know a solution to it? Or should i just return the HID kits and try out a different set?

You can get them anywhere really, but there is a good vendor on this forum (xenon depot).

3X to that.
They have been very good to deal with. Make sure you get a relay each light. Especially the low beams. I've heard of people getting away with out them for the fogs but better safe than sorry.
