check engine oil if its low it can sometimes cause slight over heating. or check to see if anything is blocking the radiator.

Is there any cooland leaking at all? Have a look around the water pump to see if it's weeping any.

I'd start by trying a radiator flush, it may need flushed out to get rid of any debris that may be causing your problem. And also check for any leaks, bad hoses, etc. I had the same issue with a prior vehicle and did the same things you've tried, flushing the radiator, new thermostat, new radiator cap, and new hoses solved my problem.

Important to know is when its overheating, allways or only when standing still. Which engine your jeep has (4.0 or 4.7)
Did you change the radiator cap and thermostat because it was overheating, or did the overheating start after the replacement?
If it always overheats, then it could be your waterpump or radiator itself. The waterpump impeller can get loose, causing a too low liquid flow or even no flow at all. Esspecially with the 4.7 take care not to overheat it, because it will warp the heads and cause headgasket failure.
When it only overheats when standing still, it can be the fan itself or the relay. Then also depending on which engine you have, it could also be a problem of the hydraulic cooling fan solenoid valve.
