Need desperate help P0443
So I have been trying to trace down my P0443 purge solenoid code

its a 99 grand cherokee limited 4.7 4x4

First thing I tried was changing the actual valve same code.

Then tested the wiring and ran continuity tests with multimeter checked ok.

Then bought a new pcm plugged it in still same code.
Checked voltage while running and it has power.

any help would be much appreciated I am pulling my hair out. As I need to smog it so I can have a car to drive (Registration).

Check the charcoal canister for fuel saturation If the vehicle has been overfueled, then there is a chance that liquid fuel can enter the canister and cause drive problems or emission related problems.

Check orientation of purge solenoid On all Trucks the purge solenoid is marked TOP and BOTTOM and has an arrow that should point up. If installed upside down the result could be Purge flow monitor failure or a Evap purge solenoid circuit failure. Because of the weight of the armature in the purge solenoid, the coil can not effectively pull it off of it's seat.

Review and if necessary, Perform TSB 18-35-98 MODELS: 1999 (WJ) Grand Cherokee. NOTE: THIS INFORMATION APPLIES TO VEHICLES EQUIPPED WITH GASOLINE ENGINES BUILT PRIOR TO DEC. 18, 1998 (MDH 1218XX). SYMPTOM/CONDITION: Some vehicles may exhibit MIL illumination with DTC $12 (P0443) - EVAPORATIVE PURGE SOLENOID CIRCUIT FAILURE. This condition can be caused by electrical noise generated by the ignition switch.

ive tested all the parameters besides ground resistance where exactly should i test the ground at as the pcm ground wire which i dont believe is in the right spot

sorry was typing quick... my buddy removed the pcm a while ago and couldn't remember where it went so i put it on one of the mounting lugs that hold the pcm to the bracket
