USB OR CIG lighter Power when vehicle is off
 
I have an overland with the 730N

Is there a way to keep my phone charging when the vehicle is off?

USB in the 730n goes off
USB in the center console goes off
cig lighter I have my old adapter to USB even goes off

is there a setting to not make this happen?
Absurd a modern day vehicle cant keep power to one of these devices... my old 97 camry had this issue and I thought we were past this point in vehicle electronics.

If the car battery is a concern, the vehicle is smart enough to detect rain or oncoming vehicles, how bout it detect a low battery and disable the port as well

Yours should have a cig lighter accessory socket in the center console, that one is always on.

Yep, the one in the little bottom center dash compartment comes on and goes off with the ignition. The one in the center console armrest compartment is hot all of the time. At least that is how it is on my 2011 Laredo X.
