Parsing the Recall Language
Having read the proposed set of fixes I can only conclude that isn't really the fuel tank that is the problem but it is instead sloppily designed after market trailer hitches.
The upgrades described at Update: Chrysler relents, will recall 1.56 million Jeeps [Recall consists mainly of inspecting and replacing after-market trailer hitches that have sharp edges that are likely to puncture the fuel tank during a rear end collision.
A careful interpretation of the article doesn't really suggest that Jeeps without trailer hitches will need to have them installed to protect the fuel tank. If I'm reading this correctly, it's the trailer hitches that are the problem. Even steel fuel tanks with protective plates can be punctured if surrounded by sharp metal parts.

Agreed. It seems to me as though they only want Jeeps with aftermarket hitches.
