Don't know, but I have had a car (not the Jeep) where the tires did not like the road surface in a particular area. They vibrated badly whenever I slowed down, but just on that road.

The transmission automatically downshifts when you take your foot off the gas for long enough (the engineers have assumed that you want to slow down). The downshift is what you feeling.

No, it's not normal in my experience. I've had mine for 14 months and 16000 miles and it has never done that -- or anything else it wasn't supposed to. It has just worked exactly as advertised.

Correct. I didn't disable the QL when it was Park mode, as I didn't think it could or would do anything ugly. I did disable in when I changed it to OR2, as I suspected a self level in that mode...

It is also possible that drop outs are due to coverage problems. Sirius is a line-of-sight system, if anything gets between you and the satellites for long enough the signal will drop out.
