Lotsa all season tires will take care of deep snow, its the really cold temperatures and ice that can make you wish you had a real snow tire in a hurry going downhill.

The wording indicates that the recall service may be needed if prior work has been done.

Unfortunately I don't see anything that indicates the dealer should do a VIN search for prior service and...

You can get a synth or synth blend that will cover 5w-40 or even 5w-50, but you put in a good brand of regular oil, so I honestly wouldn't sweat it.
