I don't read that section in that way. There are restrictions and a reason for having them is required for a permit. To use red lights in the spirit of this thread most likely wouldn't qualify.

Better to do it where you can see it. My Ford has interior accent lights that can be varied in color (7) and intensity. When you open either front door, those lights turn red.

Since it's common practice for official vehicles to have colored lights located in those areas on unmarked setups, I think you would be courting some attention you may not want...even when stationary...

Most pump gas you'll find already has a detergent additive to help keep your fuel system clean. Personally, I don't think there's anything to gain by adding any. I don't believe the owners manual...
