Should be a fried fan relay. When iīm not wrong the mopar relay would be the best choise.
The relay can be the only problem, or the fan is drawing too much current and fried the relay.

I do all the maintenance myself. The caliper must be removed to get at the sliding pins. No idea what a dealer will charge for this, will probably take them 20 minutes per side.

This sounds as the T-case chain with too much slack. It will make the noise when it skips teeth. The chain can be changed separately, or look for a used T-case. You could also go for a NV242 T-case...

Resistance values should be from 900-1300 ohms, but i would not expect a problem there, otherwise you would have gotten the ABS light.

I would try disconnecting the alternator wire (isolate it to prevent short). I heard similar problems before caused by a bad alternator. Just to see if the problems go away.

The speedo gets its speed signal via the PCI bus from the PCM. The PCM in its turn gets the info from the ABS controller, which uses the rear wheel speed sensors for this.

No idea why this happens, but one of the components on the PCI data bus had a hickup and disturbed the data communication. The battery disconnect reset it.

PCI bus problems many times start after water enters the C200 connector on the bulkhead, but that is most probably not your case.
