I would run your LED's seperate of the box wiring. In other words, run your LED wiring directly to the parking light circuit, then run seperate lines to power the inverter/starter box for the CCFL...

I'd caution against HID hi-beams unless you run your high beams for extended periods. HID and many on-off cycles do not mix well.
