You may get close to your number. 1 suggestion is to detail the crap out of it, including the engine bay, wheel wells, etc. and treat the cabin to some kind of air cleaner, the newer the car...

I have a camera in my '10 WK S Limited, but wondering if you can upgrade to a newer (better) camera?

Do you have a moonroof? Check the drain lines in the roof, they tend to clog and then rain will collect and run down the pillars and collect on the floors.

If you get the Rusty's springs I would be interest in know how they ride. Had a set in my WJ and they worked well but were a little stiff.

I am going with a JL Single 12W3v3 PowerWedge powered with a JL XD600/1 Monoblock sub amp - should be installed next Friday (local shop is doing the install for me).

Almost went for a custom Box...

Maybe try a Mopar OEM filter to see how that effects your mileage?

May be more than just the air filter dropping the MPG: old plugs, EGR, etc./etc.
